High-Level Dialogue on SDG14 - Strengthening Ocean Partnerships for Resilience and Sustainable Finance: Charting a Blue Future for African Island States and AIS SIDS

Dear members of ocean family,
My dear UN colleagues,

I am pleased to join you today at this High-Level Dialogue, as we approach the end of this exciting week for protecting our ocean.

Let me begin by commending your leadership and unity in working toward the shared goal of fully realizing SDG 14.

Indeed, SDG 14 holds particular significance for African Island States and AIS SIDS – as prosperity and sustainability are deeply tied to the ocean’s health. 

African Island States and AIS SIDS face disproportionate threats to marine ecosystems. 

Yet many have met the challenges head on, with innovative solutions that are becoming global models for replication across coastal nations.

A recent example is the "debt-for-nature" swap deal - a creative financing mechanism that advances ocean protection and sustainable development.

Strengthening regional coordination is vital for the SDGs and the Antigua and Barbuda Agenda for SIDS (ABAS). 

The successful High-Level Meeting on AIS SIDS, hosted by Cabo Verde in May this year, reflects your strong commitment to enhancing regional mechanisms, aligned with the Antigua and Barbuda Agenda for SIDS. 

As custodians of nearly 30 per cent of world’s ocean, SIDS are uniquely positioned to lead global, ocean-based climate action. 

By uniting our efforts, we can accelerate progress and inspire transformative action. 

Dear Colleagues,

As Secretary-General of UNOC3 and SIDS4, I am dedicated to mobilizing the full strength of the UN development system to support SIDS in building resilience and inclusive prosperity. 

Currently, we are finalizing the Monitoring and Evaluation Framework, a pivotal step for implementing ABAS. 

In parallel, we are laying groundwork for strong governance and institutional arrangements to effectively implement the Multidimensional Vulnerability Index (MVI).

We are also working closely with the Co-chairs of the Steering Committee on Partnerships for SIDS to strengthen the SIDS Partnership Framework. 

This critical platform can serve as a global catalyst, mobilizing expertise, resources, and partnerships to achieve SDG 14 and deliver on the promise of the ABAS.

Let us seize this pivotal moment. Together, we can reaffirm our shared commitment and accelerate our collective drive toward a resilient, blue, and sustainable future for all.
