Ms. Rabab Fatima

Under Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States

Ms. Rabab Fatima was appointed as the Under Secretary-General and High Representative for the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS) by the United Nations Secretary-General in August 2022.

As the High Representative, Ms. Rabab Fatima is responsible for supporting the LDCs, LLDCs, and SIDS in achieving their development priorities as contained in their respective programmes of actions adopted by global consensus, and the Sustainable Development Goals. Together, these groups of countries constitute the 92 most vulnerable countries in the world. 

The UN Secretary-General appointed Ms. Fatima as the Secretary-General of the Third United Nations Conference of the LLDCs (2025), and the Fifth United Nations Conference on LDCs(2023), and as the Special Adviser of the Fourth United Nations Conference of the SIDS (2024). She also serves as the Secretary-General’s representative on the Council of the United Nations Technology Bank for the LDCs.

Ms. Fatima has over thirty years of experience in the national and international civil service, with specialization in multilateral diplomacy, international development, human rights, and humanitarian issues.  

Prior to her current appointment, she was the Ambassador and Permanent Representative of Bangladesh to the United Nations in New York. In that role, she co-chaired the preparatory committee of the Fifth United Nations Conference on the LDCs (2021). She also served as the President of the Executive Boards of UNICEF (2020) and UN-Women (2022), as well as Vice-President of the UNDP/UNFPA/UNOPS Executive Board. She was the first woman to be elected as the Chair of the 91制片厂building Commission in 2022. She also served as a Vice-President of the 77th session of the UN General Assembly. She has led other inter-governmental processes, including the facilitation of the progress declaration of the first International Migration Review Forum.

As a career diplomat, Ms. Fatima served as the Ambassador of Bangladesh to Japan (2016-2019). She served as Director-General of the Ministry of Foreign Affairs in Bangladesh (2015-2016), and in the Bangladesh missions in New York, Geneva, Beijing and Kolkata, and in the Ministry of Foreign Affairs, in different capacities.  

Ms. Fatima also served in the International Organization for Migration (IOM), as the Regional Representative for South Asia (Dhaka, 2007-2011) and as Regional Adviser for South and South-West Asia and Regional Adviser for Climate Change and Migration (Bangkok, 2012-2015).  She also served as the Head of Human Rights at the Commonwealth Secretariat, London (2006-2007).

Ms. Fatima holds a master’s degree in international relations and diplomacy from the Fletcher School of Law and Diplomacy, Tufts University, United States, and a bachelor’s degree in social science from the University of Canberra, Australia.

Mr. Roland Mollerus

Acting Director

Prior to joining OHRLLS he was the Chief of the Secretariat of the Committee for Development Policy. He joined the United Nations in 1991. Throughout his professional career, he has held positions in UNCTAD, UNDP, DESA and the private sector in areas of sustainable development, development policy analysis, trade, finance and information technology. Roland Mollerus holds an M.A. from the University of Amsterdam with a specialization in international political economy.

Mr. Abdoul Salam Bello

Chief, LDCs, LLDCs and SIDS

Abdoul Salam Bello, from Niger, joined OHRLLS on December 2, 2024, as Chief, Policy Development and Coordination, Monitoring and Reporting Services. Prior to that, M. Bello served as executive director of the World Bank Group for the Africa II (EDS13) where he represented a constituency of 23 African countries and served as vice-chair of the Committee on Development Effectiveness. He brings extensive experience in economic development, multilateral cooperation and private sector having served at the World Bank, Islamic Development Bank, AUDA-NEPAD, UNCCD, and Renault.

Mr. Bello holds a Master’s Degree in International Risk Management from HEC Paris, France; a master’s degree in Management of International Activities from the University of Lyon; a Master’s Degree in Diplomacy and Strategic Negotiations from Paris-Sud University and an Engineer's Degree in Telecommunications from the University of Toulon, France. Mr. Bello also graduated from the Executive Education Program for Senior Managers in Government at Harvard Kennedy School, USA.

Mr. Yeshey Dorji

Special Assistant to the USG and High Representative

Yeshey DORJI, from Bhutan, is the Special Assistant (Senior Economic Affairs Officer) to USG and High Representative for LDCs, LLDCs, and SIDS since October 2022. He joined the Office in 2016 as Programme Management Officer in the LDC team. He started his career in 2000 with the Royal Government of Bhutan’s Ministry of Foreign Affairs and Ministry of Economic Affairs.

Yeshey Dorji holds a graduate degree from Columbia University and an undergraduate degree from Delhi University.

Mr. Abdul Alim

Senior Economic Affairs Officer (LDC Team Lead)

Mr. Abdul Alim is the head of the Least Developed Countries (LDC) sub-programme at the UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS). Prior to joining the UN, he served at the Permanent Mission of Bangladesh to the UN in New York, where he handled economic and financial matters, and worked at the Embassy of Bangladesh in Moscow. Alim also gained experience in the multilateral economic affairs wing of the Ministry of Foreign Affairs of Bangladesh. He holds a master's degree in Economics from Dhaka University and an MSc in International Economics from the University of Birmingham.

Mr. Tomás Manuel González ?lvarez

Senior Programme Management Officer (LLDC Team Lead)

Tomás Manuel González ?lvarez is the Head of the Subprogramme on Landlocked Developing Countries at the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). Prior to assuming this role, he served as Head of the New York Office of the United Nations Non-Governmental Liaison Service (UN-NGLS) and held positions at the Independent Evaluation Office of the United Nations Development Programme (UNDP) and the Joint United Nations Programme on HIV/AIDS (UNAIDS). Before joining the United Nations, he gained valuable experience in the private sector. Mr. González ?lvarez holds a BA+MS, and an Advanced Studies Degree in International Economics from the University of La Laguna in Spain, as well as a Master’s Degree from The New School for Social Research in New York.

Ms. Tishka Francis

Senior Programme Management Officer (SIDS Team Lead)

Tishka Francis is the Head of the Small Island Developing States (SIDS) Sub-Programme at the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). Prior to assuming this role, she served as the Deputy Permanent Representative of The Bahamas to the United Nations and Senior Economist at the Ministry of Finance of The Bahamas. Ms Francis holds a BA from the University of Western Ontario, and MPA from Columbia University.

Mr. Aniket Ghai

Senior Economic Affairs Officer

Aniket Ghai is a Senior Economic Affairs Officer at the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States. Prior to that he worked in UN Secretary-General Ban Ki-moon’s Executive Office, and before that was Policy Advisor to the Executive Director of the UN Environment Programme. He designed and rolled out the UN’s climate neutral strategy. He was part of the secretariats of the Rio Earth Summit (UNCED) and the UNFCCC. He has advised international organizations, governments and NGOs on trade, sustainable development and climate change. He was educated at Oxford University, UK, and Columbia University, New York, USA.

Ms. Yuxin Ai

Senior Programme Management Officer

Yuxin Ai is the Senior Programme Management Officer and the focal point for the Least Developed Countries (LDCs) National Focal Points and South-South cooperation within the Office. Before joining the Office, Ms. Ai served as a Programme Officer and Deputy at the Asia-Pacific Center for Sustainable Agricultural Mechanization, a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). With a background in international cooperation and diplomacy, Ms. Ai brings extensive experience from a distinguished career in the foreign service prior to joining the United Nations in 2009. Ms. Ai holds a Master's degree in International Relations from the Fletcher School of Law and Diplomacy at Tufts University in the United States.

Ms. Margherita Musollino-Berg

Senior Programme Management Officer

Margherita holds a Masters in International Relations from the Geneva Graduate Institute.

She has worked in OHRLLS since 2003. She is responsible for LDC graduation and FDI support for the LDCs. She is also the office wide focal point for budget, annual program budget preparation and strategic monitoring, risk management, internal control and business continuity.
